Can I get treatment for broken capillaries on the NHS?

Question: I've had several broken capillaries on my pan for around 3/4 years now and it is seriously starting to get me down. I'm only 17 so i cant absolutely afford any laser treatment at the moment, so I was just wondering if its admissible to get it on the NHS? They dont just occur
